As a former Arizona Corporation Commissioner, Sandra Kennedy repeatedly voted for rate increases and expensive mandates that increase customer bills:
Voted for “huge utility rate increases” for water (207%), sewer (337%) and electric (95%). (Arizona Daily Star, 7/11/19)
Was “the lone dissenter” against reversing previous rate hikes for water (63.8%) and sewer (42.67%). (Arizona Republic, 1/22/11)
Backed Proposition 127, the constitutional mandate that independent analysts warned would significantly increase electric bills—and Arizona voters rejected. (Arizona PBS, ACC Debate, 9/2018; Seidman Research Institute at ASU, 2018)
Voted against a proposal under which “[m]ost [APS] customers will see a slight bill decrease.” (Arizona Republic, 11/3/21)
Voted to “raise the monthly bill” for water customers, with one city manager criticizing Kennedy as a “rubber stamp.” (Mohave Valley Daily News, 3/29/19)
Voted for “an increase in [the] sewer bill” bringing customers’ “total monthly bill to $91.35.” (Arizona Republic, 5/5/21)
Voted to raise Southwest Gas rates by an average of $3 per month for typical customers. (Arizona Republic, 12/14/11)
These mandates might appeal to political activists, but SRP customers pay the price.

Sandra Kennedy has consistently voted against power projects engineers say are needed to keep the grid reliable:
When engineers warned that expanding SRP’s Coolidge natural-gas plant was needed “to maintain reliability on the power grid,” Kennedy voted to kill the project. (Arizona Republic, 4/12/22)
Kennedy stated she “totally rejects” building new natural gas generation—calling instead for tripling the pace of Arizona’s transition away from fossil fuels, even as electricity demand continues to grow. (ACC Open Meeting, 4/12/22)
Wants to “turn the page on fossil natural gas” by preventing families from buying affordable home appliances. (Democrats Of Greater Tucson Panel, 11/22/21)
Pushed for a 50% renewable energy mandate by 2028 and publicly supported a 100% zero-carbon mandate—pressuring utilities to move faster than their own engineering and reliability plans allowed. (Democrats of Greater Tucson Panel, 3/28/23)
Opposes new nuclear plants—despite nuclear being a proven source of reliable, around-the-clock power. (Facebook Live Meet and Greet, 1/29/22; KNXV Interview, 10/26/22)
Opposed bringing more natural gas online at Springerville Generating Station—even though the natural gas would replace coal-fired generation. (Arizona Republic, 10/27/25)
Arizona summers demand 24/7 reliable power. SRP customers need leaders who trust engineers, not politicians who ignore them.
